Preview from lower rez VGA source blurry, shifted

Hi all,

I am attempting to view a VGA source from a DataPath VisionAV-SDI card, and the image is very blurry, a little ghosted, and in general unusable. I've been tinkering with the OBS settings since yesterday with no improvements. The video source is an old PC hooked up to a VGA splitter. The old PC has a CRT monitor attached to the splitter and the picture is perfect. It is running 1024x768, 32 bit color, probably running at 60hz but the setting just says "optimal".

The capture PC is running Windows 10 on an 8-core Xeon CPU @ 3.0 ghz, 32gb of RAM. The capture card is PICe 4x in a 16x slot. The display on the capture PC is 4k resolution. The DataPath VisionAV-SDI has both VGA in and DVI in ports, I am using the DVI which is pin-compatible with VGA.

Please note: I am not actually capturing any vide with this setup, I am strictly using OBS and the capture card to digitize and upscale the VGA signal for use on the modern display. As such my only real concern is how good I can make the preview mode work.

I am very new to OBS, so I'm sure I'm making a lot of rookie mistakes. Any help is appreciated.

EDIT: I am working on getting an OBS log. It crashed my computer while I was typing this and its taking a while to re-start.
