I was thinking if you had two different or same graphics cards if you could push the streaming/OBS to one of the cards while using the other to game on. That way you would still have a very good framerate, etc in game while you're streaming. And since most graphics cards are a bit more powerful than CPUs, it'd make for a smoother stream or am I thinking of this all wrong.

This is already sort of implemented, if you consider QuickSync to be a video card. The latest test version of OBS supports using QuickSync video to encode video, though the quality is worse than with x264.
GPUs usually don't have hardware encoders, though the latest ones are starting to get them. Support hasn't been added for them to OBS. It probably night get added one day. Until then you can't just push encoding to a GPU willy-nilly...it doesn't work like that.
