Poor Stream Quality at Any Settings

I've been struggling with this issue for quite some time now, even switched from SL to OBS thinking that was the issue. (Happier with OBS since I've learned to use it.) I've tried both x264 and Nvenc, even tried dual GPUs to move encoding away from the game GPU, but no matter what, my stream looks blurry and pixelated, especially during high motion scenes/gameplay. I see other streamers with almost perfect looking streams, check their settings to see they are also at a 6000 bitrate (initially thought they were streaming higher.) I've bounced around multiple settings in OBS, tried anything I can think of.

PC Specs
Ryzen 9 3900x
Zotac RTX 3070 Ti
Asus GTX 1060 6gb (tried for encoding)
32gb RAM running at 3200 mhz
CPU and GPU usage while streaming never reach above 40% according to Task Manager

I have zero issues with heat or CPU/GPU usage or power delivery. I usually stream FiveM, but this same issue persists on any game I stream. Current settings will be included in post. I'm lost, any help would be appreciated. It is especially frustrating to see others streaming the same or similar setups, or even worse, getting better stream quality than myself... At this rate I might as well stream Roblox with a phone pointing at my monitor in 240p. Thanks in advance.

Trying to maintain picture quality in high motion content at 1080p on twitch is an exercise in futility. Set your output resolution in settings - video to 1280x720, set the encoder to nvenc, and physically remove the 1060 from the system as it is not helping ANYTHING by being installed.

While I appreciate the response, cutting my output or stream from 1080 to 720 doesn't help my issue and isn't an option, neither is that 936p crap. Other streamers have 1080 streams, same content and they are just fine, even when I check their advanced settings they are still using a 6000 bitrate setting. What can I do in OBS to improve my video quality, while still maintaining a 1080 stream? I am removing the 1060, as it was installed initially as an attempt to separate game and video encoding.

For me its was my video bit rate was set too high. I ran test in twitch inspector while playing a game. Although it says I could run it at 6000, I changed it to 2500. I have great internet but taken to account all the devices I have. I would at least try lowering your video bit rate and then go from there.

Normally I would ask you if you are retarded but since you are new I will explain it to you. This is a bad Idea and you reduce the video quality even further with reducing the bitrate and since the goal of this thread is to increase video quality that is one of the worst tips possible to give in this context.
