i think obs its recording 75hz because when i am putting my display on 75hz i see like the recording

To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

I usually use crf=18
Other than that its your decision now how did the recording come out? any Quality imporvement?
yes but i want to upload videos on youtube. so you want a log making the settings and recording? i maked the settings SAME as the guideFailing to follow the guide properly will always give you bad quality.
Do a new log showing you ACTUALLY following the guide.
Also, using youtube for quality checks is BAD PRACTICE.
