Question / Help Poor PC Performance (Low FPS) While Recording or Previewing Stream w/ OBS

So, I've actually never had this problem before until recently, as I a few weeks ago completely reset my PC and did a fresh start with Windows 10. Not until a day or two ago, I installed OBS and have been setting up my stream and seeing what the quality is like when recording, but to no success.

For some reason, ever since the entire reset, OBS doesn't want to act how it used to. Surprisingly, even when just previewing the stream, my FPS goes down, even at the desktop. I have a 144hz BenQ monitor, and immediately I can tell when moving windows around that it's maybe 30-40 FPS. My secondary monitor which is only 60hz can see the difference as well. In game is where the consistent low FPS shows even greater. Simple games for my PC such as Castle Crashers plays terribly and CS:GO also plays very poorly.

GPU: Asus GTX 970 Strix
CPU: Intel i7-4790
MB: Gigabyte LGA 1150 ATX
RAM: 16GB (2x8GB) Kingston HyperX FURY

After posting the specs, I am wondering if possibly my CPU is going bad? I make a lot of YouTube videos and render with Sony Vegas, which renders with the CPU and has no option to render with my GPU (apparently doesn't support CUDA according to the internet and my previous Tom's Hardware thread). I know a lot of recording softwares like OBS and Fraps use mainly the CPU, which is why I use NVIDIA ShadowPlay as it's GPU intensive to take off less stress for the CPU, and personally, I find the quality to be much greater.

I also looked up a whole bunch of videos claiming that they will fix this low FPS error, but nothing has solved it. A lot of the videos talked about OBS showing dropped frames, but strangely enough, while previewing the stream or recording, OBS shows zero dropped frames, and stays at a consistent 30/60 (depending on which FPS I'm testing).

Hopefully someone can help me out, as it'd be sweet to do some more live-streaming. Thank you!

First, please update to OBS Studio. OBS Classic has some performance issues caused by Windows 10 anniversary update that have yet to be patched, due in large part to the fact that Classic is no longer in active development. OBS Studio has already received the necessary fix.

Second, running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. Enable vsync or set a reasonable frame rate limit that your GPU can handle without hitting 100% usage. If that's not enough you may also need to turn down some of the video quality options in the game. Depending on the game, a 970 can certainly have trouble pushing 144 FPS consistently.

Third, some users experience issues when running two monitors with different refresh rates. Try keeping OBS on your 144 Hz display or disable its preview rendering.

Dropped frames are a networking issue and are not related to CPU/GPU load. They're just frames that couldn't be sent to the ingest server you're streaming to. They will never be reported for local recordings.

Thank you very much for the informative response! Definitely will be doing some fixing around later tonight, and will be upgrading to OBS Studio. Just kinda hesitated on using it cuz the times I've used it, it felt a lot different to the classic version.
