Question / Help POK Foot pedal issues

i purchased a olympus rs31h foot pedal and i am having issues with OBS not responding to it when not targeting the OBS directly
When set it to media keys my player responds no matter where i am.
I use ctrl+shift+z which works fine from anywhere but wont respond when the pedal is set to that combo, i would like to use something like ctrl+shift+f6-8 to switch scenes so it does not interfere with chrome and other programs but again those only work while targeting the window.
running obs with admin and it did not change
 
4 years late on this, so i hope you've figured it out by now but... i'm running the Olympus RS-27H. i just mapped it to CTRL+Shift+Z and tried it out and it worked. My focus was on Chrome, and i had OBS off to the side on another monitor. i don't think this is the issue, but have you looked at File>Settings>Advanced>Hotkeys>Hotkey Focus Behaviour ?
