Question / Help PLZ HLP OBS NOW STUTTERS VIDEOS

So, I play RTS mircro management games and upload videos of them because they are quite popular. When I first started recording it OBS stuttered all my videos. It does not stutter on my screen (while I am playing) but when I go back and watch the video the screen looks like it's shaking. Anyway I fixed the problem last time by upping my stream cbr to 75000 (I have no idea why that worked as I don't even stream). Just recently it started stuttering my videos again even though I hadn't changed anything. I have been messing around with the settings for the past 3 days and have still not been able to find a solution to the issue. I would really appreciate any help.
