① Does OBS Studio work with the following specifications?

OS: Windows 10 Enterprise 2016 LTSB 64bit
CPU: Intel celeron 1.8GHz
GPU: Intel HD Graphics 610 (GT1)
Memory: 4G
Monitor resolution: 1920 * 1080 (32bit) (60Hz)
Free HDD space: about 13G

② Do I need an internet connection to run the product?

③ Are there any other precautions?
 
It depends on what you do with OBS. Without knowing this, I would say that machine is way too low end to do any decent recording or streaming.
 
It is assumed that the video of the participants will be linked to Webex, a web meeting tool, by blurring the background using a webcam.
