Question / Help Please Help! What should my settings be to have a fast and no lag stream

I have a Intel(R) Core(TM) i3-2130 CPU @ 3.40GHz 3.40 GHz Processor

My Ram Is 4.00 GB (3.89 GB usable)

My system type is 64 bit operating system and x64 based processer

I'm running on windows 8.1

and i have a 1280 x 1024 screen resolution But I can stretch it to 16:9 instead of 5:4

And my upload speed is 10.4

Your best bet with your current hardware is to use QuickSync with the previous version of OBS. Unfortunately, with your the combo you have now, the performance will be subpar no matter what route you go, short of offloading the encoding to a discrete GPU but even then it'll be less than stellar.
 
you will find your rams a bit low for AAA games, indie games you should be perfectly fine with. your upload shouldnt hit 10mbps if you have your settings right, mine hits 4-6mbps depending on the game in streaming

only a duel core prossessor tho, good speed but few cores.

what are you wanting to stream?
 
Definitely need a new CPU. Core i3 chips are bargain-basement, meant for budget email machines. Video encoding is extremely CPU-heavy. Even using QSV or NVENC isn't going to help much, as they provide a very poor compression quality.

what are you wanting to stream? your ram is low by gaming standards, depending on the game but i would recommend at least 8gb ram, but games like minecraft (for streaming) i would say 16gb ram
 
To upgrade your CPU, you have to remove the physical CPU. As in the chip itself, and replace it with a new one.
What you have downloaded is most likely malware. You cannot upgrade your CPU via software.
