This is happening when i press STart STreaming

Encoder lag while using x264, Overloaded CPU.

It looks like you are trying to live stream using x264, 1920x1080 30fps VeryFast.
Can you try QuickSync or NVENC?

The CPU i7-5500U is only 2 cores 4 threads, but also have QuickSync Video.

If you need to use x264, change preset to SuperFast or UltraFast, or downscale to 1280x720.
