Please Help, My Streams Keep Dropping Network Frames and I Don't Know Why?

Here are as many recent logs as I can pull up. I have a good plugged in ethernet connection and no software or hardware issues. Just got my computer checked up and everything worked fine. My Upload speed is almost always above 40Mbps and my download is over 100Mbps. I sometimes record and stream at the same time but it does not usually make a difference in the dropped frames. Please any information on this would be appreciated.

Try running OBS as admin and use default x264 presets

This did not work, i still get the resulting spikes where i get dropped network frames. Please any other suggestions???
