There's no streaming session in that log, just an odd NVENC error:
11:33:37.155: [NVENC encoder: 'streaming_h264'] Failed to open NVENC codec: Generic error in an external library
11:33:37.155: Stream output type 'rtmp_output' failed to start!
Turn off Game DVR, it may be using an NVENC encoder session.
