ok this is what i would reccommend. base res. = wahtever u computers base res is.
downscale down to 720p (its what 90% of great streamers use because of some flash player issues.
if you see any issues as far as ingame lag then turn the cpu presset from veryfast to superfast. either choose 30 or you might be able to handle 60 but i dont know much about amd cpuss just do some tests to find out if u can handle 60. disable aero yes. priority access to high. use CBR and a bit of 3000 and a buffer of 3500 or 4000. qualitry balance doesnt matter with cbr. if you have any more questions im more than happy to view your stream and give you feedback. if you have alot of questions feel free to add me on skype (willll162904) and i can give you some help.

someone can send me the link to download the new obs im using win7 64 bit.
download from here. after you download delete the initial icon it makes on your desktop (its 32 bit) and go into your install folder then there should be a folder at the top that says 64. go into that and create a shortcut for that obs .exe and that will be 64 bit! Glad i can help.

I left a link for you there guiding you through the posting of a logfile.
FPS drops ingame can have many causes. It is rather likely that the additional streaming load is causing you to have less FPS ingame.
Aero and GameCapture shouldnt really matter, but to give you some more accurate information, I need a logfile.

Personally, I'd use Veryfast as the preset, with an Above Average process priority (setting it to High can CPU-choke your game badly). I'd also use Variable bit rate with a quality setting of 8 (it's provided a much higher-quality stream for me than CBR) and 2500/3000 bitrate/buffer.

Beyond this, yes, we'll need to see an actual logfile from a live streaming session (and a link to the VOD of that session could help demonstrate some of the issues you're seeing) to give any more pertinent advice (if the issues are being caused by dropped frames, lagged frames, choke, etc). Please post a logfile of a live session.
