Question / Help Please Help Me!

So ive been doing daily livestreams on my youtube channel an i just cant get a perfect crystal clear 1080p60 or 720p60 stream on my channel. I keep getting grain or pixelation in some areas like in division 2 you can see grainyness in dark areas or the sunlights rays & it can even pixelate during it. even running trhough the map & getting into gunfight it gets bad. I know my internet speed is strong enough for a 1080p60 stream & 720p60 stream. Im streaming my PS4 with my Elgato HD60S an my PC does the streaming but no matter if i use my NVIDIA GPU or my CPU i just cant produce a high motion 60 fps stream no matter what Bitrate, Resolution, FPS that i choose. Ill place my PC specs & Pictures. How do i fix this i know my PC is strong enough for a 1080p60 stream. I just want to see it crystal clear visual on my end.

NVIDIA GTX 1050 Ti 4GB
i7-7700HQ Quad core @ 8 Threads with x8 cores upto 3.4 Gz base is 2.1 Ghz
16GBs of RAM

My Package: Comcast 1 Gigabit with 40 Upload. 1000 MBPS Download with 40 Upload.

6000 is near the low end for 1080p60 at good quality.

If your rig is good enough for this, turn the CPU preset up higher.

Otherwise use NVENC and set the bitrate as high as you can sustain, YouTube doesn't have a limit like Twitch does.
