Question / Help Please help me with my setttings

I am having multiple issues when streaming League of Legends. I get dropped frames, extreme latency, and my stream has to reconnect to the server quite often. I get 40 download and 4 upload so I am not sure if that is my concern.

Here is my configurations for OBS. Obviously I have tweaked with this so many times it's becoming impossible to change anymore.

Here are my PC specs. As far as I know my computer is pretty high-end. I don't even know what I could upgrade anymore on my PC

Really appreciate any help. The stream means a lot to me as I now have a sponsor and have to get my crap together.

also you're using the fast preset, should probably use veryfast, possibly could use faster but id do veryfast first, I would enable CBR if you're streaming to twitch/jstin. id disable custom buffer size and keep it the same as your bitrate. try lowering your bitrate to 2200 and change in increments of 50 until it becomes stable/no dropped frames.
