Question / Help Please help - Lag on stream

Hey! So when I'm streaming I get a lot of lag. Not lag on my PC, but on the stream? Is it my ethernet or PC?

PC specs:
CPU: Intel Core i5-8400
GPU: Asus Dual GTX 1060 3GB
Ram: 8GB 1200MHz

Ethernet:
Speedtest


And what do you guys recommend for OBS settings?

EDIT: My local recordings gets a really bad quality as well.
