Question / Help Please help i really don't know what i'm doing

OK I installed obs a few months back but i didn't know how to use since i was new to learning how to stream. i looked online on how to use it but due to my lack of knowledge of computers i couldn't do a lot. things such as bitrate and buffer size has confused me for quite some time and i'm not sure what bitrate or buffer size i have.
PC specs: tis an all in one hp desktop
Graphics card: AMD Radeon HD 7310 Graphics
Processor: 2 AMD E-1 1500 APU with Radeon(tm) HD Graphics
Camera: HP High Definition 1 MP Webcam
PC speed
ping:15
download speed: 29.84
upload speed:5.82

Please help all i want to do is stream TF2, CS:GO, and other games.

even when i do try to stream at 480p it my stream still looks likes garbage and it crashes every time i try to run a game such as tf2. what do i do?

The E1-1500 does not have enough processing power to both play a game and stream it at the same time. Video encoding, which is a fundamental part of streaming, requires a lot more processing power than you have available, even at settings where the stream would be completely unwatchable.

There is nothing that can be done about this, you will not be able to stream with this computer.
