So I finally figured out my overall issues from earlier. GPU is WAYYYY OVERLOADED. So I got me IGP enabled and have it on MON#2 Game on MON#1 and all is good at low settings! YAY!

HOWEVER. I noticed in my log OBS is picking up my IGP Although it is loading through my NVIDIA!
IS THERE ANY WAY POSSIBLE to choose which GPU/IPG is utilized before start up so that I can have my GAME on GPU and OBS on IGP. I realize game capture will not work at that point, which is fine with me! I just simple want an answer on how to do it ! PLEASE

SPECIFICALLY this portion

why do you want OBS running on the intel integrated considering that it would absolutely cripple your ability to capture stuff on the nvidia?

what you want to do is unreasonable, it wont solve any problem but create more. anyone who told you its a good idea should be banned from internets
obs and captured game need to run on same gpu

Ok instead of telling me why I shouldnt do it, maybe just dont reply. No one told me to do this. I have my reasons and they are my own. Please do not be rude. If you dont have the solution dont reply.

I think what you are really asking here is how to have OBS use your integrated GPU to render video? If so it's configured in Settings, Output, Encoder Hardware (QSV)

Nah
I got it figured out.
I set my display from IGP as main display when opening OBS causing it to open on that Graphics card, I then switch the main display to my NVIDIA and open the game, all is well and resources are spread. Now I just need to get my elgato to stop flickering when the OBS is active.
