Question / Help Please Help. First time streamer with Quality problems, etc.

So I just recently downloaded OBS and ive looked at tutorials but of course everyone's settings will be different depending on their pc specs, internet connection, etc. I have set up everything to capture my WoW and any other gameplay and when I go to preview my stream, the preview stream looks pretty good but it does not look the same when I look up my channel on Twitch.tv. The stream looks terrible, Quality wise and it lags really bad. I am looking at my stream on the laptop im streaming from, not sure if this matters. Now my speed tests shows about 18-20 mbps Download and about 3.14 Upload with about 71 ping. I am trying to stream at 1280 x 720 to have a good looking stream that ppl want to see. Either my Sony Vaio can't handle my stream or my settings are off. Ive seen vids that say to keep your bitrate about halfway down from your max Upload, etc. Well with my 3.16 mbps Upload my setting for bitrate is 1200 & buffer is 1100. I am not sure if these settings are correct but in the end my Preview Stream looks great and my actual Stream looks bad. Also, for PC games like WoW, LoL, etc. should I always use Game capture or Window capture? I play window-mode on WoW so obv I have WoW set up as Window Capture. If I can just figure out why the resolution and lag are so bad then ill be ready to go! Sorry for the long question. If someone could please help, that would be great! Thank you!

Sound quality isn't good and I'm noticing that the sound echoes continuously if I'm listening to music or watching something. Not sure why.

While I'm very new at OBS and streaming in general my self, it seems to me that your CPU is not powerful enough to handle 720p, after checking some benchmarks. It doesn't appear to be that old, but it is a weak dual core CPU.
Using Game Capture instead might work better as well?

You should really consider downscaling all the way to 480p. With your CPU + bandwith limitations, you don't really have enough juice to properly do 720p, especially a game like WoW where the full scene is almost constantly in motion. 480p will give your hardware more breathing room, and you should have plenty of bitrate for that resolution.

Testmy.net is more accurate than flash-based tests like the ones Charter uses, so I would rely on that more than Charter.

IceVamp is correct...your CPU is on the weak side for streaming, but it could potentially work.

Try these settings:

1000/1000 bit rate
CBR enabled
1920x1080 downscaled x2 to 960x540 (Bilinear)
30fps

If that is still resulting is poor performance, change the downscale to 2.25 (480p), drop the frame rate to 25fps, and maybe even consider changing your preset to superfast.

I do find it interesting that you were dropping frames with 1200 bit rate and a 2.2 Mbps connection, though...are you doing this over wireless?

Mute your stream while streaming so it doesn't loop back.

You mean mute it in OBS? Because when I do that theres no sound at all. Sorry confused. Also, I think my laptop just sucks. I tried the settings and they work a lot better with lag on the stream, but it just makes my game on my screen lag a bit. The best is 480p atm. It just doesnt look as good as other streamers who stream at 480, 540, etc. So I'm not sure at this point.

No, mute your stream on Twitch. It's echoing because you're watching your own stream to see what it looks and sounds like, but then your computer hears your stream and broadcasts it, which continues to loop over and over.

If your system is struggling to stream, don't watch it at all on twitch (at least on the same pc). That's unnecessary use of resources that are better spent on the game and livestreaming.
