Question / Help Please can someone help me?!

Right here is the deal. I just started streaming on YouTube yesterday and the little box in the bottom right hand corner kept going green the a small flicker to yellow but never red (This was 1080p30fps, 3500bitrate). So I changed it down to 2700 bitrate so that it would stay on green but again in just flickers and because its 1080p i don't want to drop below 2700 bitrate and I don't really want to downscale because i want to full 1080p HD quality and quite frankly i feel my PC should be able to handle it!

So can someone help me out with some amazing quality settings please?!
Internet Connection - 130Mbps Download, 9Mbps Upload
My setup -
CPU - i7-5930K @ 3.50GHz
GPU - GeForce GTX 980Ti
RAM - Vengeance DDR4 2666MHz CL16 XMP 2.0 High Performance

The only change you should make is to set this setting "Scene buffering time set to 400" to 700 instead of 400.

Otherwise the logs look good. Whatever you were seeing flickering yellow doesn't appear to be a problem.

You're running your Logitech C920 at 1080p mode. A lot of people's computers choke on this, but yours seems to be handling it just fine. If you want to be safe, set it down to 720p. Unless you're a boobie-streamer and the game window is a lot smaller than your webcam view, no one will ever notice.

Thank you I have changed it but what difference does this do setting it to 700 instead of 400?

Also it suggested to lower my webcam from 1920x1080 to a 480p quality because its only a small scale so i have done that as well.
