I want to be able to stream 720p30fps and make it look clean and not pixily
My bitrate is 5000 btw so I dont think its that

Your log contains streaming sessions with dropped frames. This can only be caused by a failure in your internet connection or your networking hardware. It is not caused by OBS. Follow the troubleshooting steps at: Dropped Frames and General Connection Issues.

Ok so in my next stream I will do it in 4500 bitrate and see any changes

maybe it could be due to a downscale/upscaling. try running the game at the exact same resolution that you stream at, and/or try using a 'higher' downscale filter (lanczos)
