Playback no longer allows skipping through recorded screen vids

I'm new to this so forgive my ignorance. I am just looking for help.
Since the last update, the videos of my screen captures do not allow me to skip through them. The video plays but I cannot select different places by clicking the timeline. So let's say the video is playing and I want to skip to halfway through the video. When I select a place halfway through on the video player timeline, the playback indicator just snaps back to the location that it was at originally. The result is that I cannot skip through the video. I can, however, select the 30 second option, which advances the playback by 30 seconds. Please note that I have tried all 4 video players on my computer and none of the them allow for the skipping through recorded screen capture vids. I attached my log file per the instructions.

This all began after the latest OBS update. Vids that I recorded just the day before allow me to skip through their playback.

I just installed the new update today and still have this issue. Can anyone help me, please? Thanks!

Remove the custom settings and test it.

I had the same problem. I used Open Shot Video recorder, loaded it into project then export it back to new video. It seemed to fix the problem. Evidently OBS adds some setting to the video because it's a streaming platform. Can't find or identify the setting.

Any idea which setting might need to be removed? I haven't changed any setting for years now. This only began after an OBS update very recently. (not the one that from 3/24/24 but the one before that)
