I have watched many twitch streams to compare the quality but cant seem to get my stream quality to that degree. I have watched many videos for best recommended settings for OBS but i still cant seems to get the quality i am looking for.

GPU: NVIDIA GeForce GTX 980
CPU: Intel(R) Core(TM) i7-5820k CPU @ 3.30ghz
Ram: 16GB DDR4
Operating system: Windows 64bit
Network specs
OBS settings
Video encoding:
- Encoder x264
- CBR Enabled
- CBR Padding Enabled
- Bitrate 3500
- Buffer Size 3500
Video:
- Base resolution 1920 by 1080 Aspect Ratio: 16:9
- Resolution Downscale 1,50 (1280x720)
- Filter lanczos
- fps 60
Downscale seems to be weird i could just be stupid and be doing it wrong any help on that would be great. - FIXED
Advanced:
-General
- Mutli thread enabled
- Priority class normal
- scene buffer time 400
-Video
- CPU Preset Faster
- encoding profile main
- Keyframe interval 2
- Use CFR Enabled
The rest is just default
