Question / Help Pixelation :(

My Stream settings
CBR=on
Max Bitrate=2500
Buffer Size=2500
Video= I down scale it to 720p
Filter=Lanczos
FPS=60
Advance Settings are all Default.

I stream Dark Souls 2, and there is always Pixelation :( I see streams that have no pixelation, how do i get mine to look that way ?

3000 bitrate is typically a bit better for 720p 60fps. 2500 always felt just a little bit low for me.
