Question / Help Pixelation when moving

First off let me explain the problem. I started streaming and my brother was helping me see if it was okay. At first, the stream was laggy and bad quality so I fixed some things. The lag went away as I lowered the Bitrate but the pixelation stayed. It got to the point where the game wasn't lagging, but very pixelated. I need help to see what settings I should have to optimize my stream and have good quality.

I have good internet. I am connected by ethernet, i have some kind of Verizon.

Specs of PC:
NVIDIA geforce GT 635
Intel i5-4440 CPU @ 3.10 GHz (4 CPUs)
Lenovo Windows 10
8192 MB RAM
1600x900 res. 60 Hz Monitor

Settings on OBS:
Use CBR: Checked
Max Bitrate: 400 kb/s
AAC 48 kHz, 160 Bitrate (audio)
1600x900 res with no res. downscale and 30 FPS
Process priority Normal
multithread opt is enabled
x264 preset: veryfast with Use CFR checked

Please help me optimize my stream so people will want to check it out.

What kind of internet bandwidth do you have? 400kb/s is about 8x less than what you need for 1600x900 at 30fps. If your connection lagged out when you went a bit above that, then it sounds like your internet connection isn't fast enough. Post some OBS log files when trying it at say, 2000kbps. Test it for 5 minutes or so and post the log file from that test.

Also a GT 635 is a really bad GPU for many games, and might not be fast enough for OBS, especially when gaming and using OBS at the same time. You might have better luck using Intel Quicksync instead.
