Question / Help Pixelation Problems

I have used OBS for a while now but just recently I have been experiencing problems with pixelation in my videos/streams. On my recent streams, I have seen a noticeable drop in quality with movement, and I simply cannot figure out what is causing it. Here's a test stream I just did at 1080p (no resolution downscale) 25 fps and 3500 max bitrate.The pixelation is quite clear: http://www.twitch.tv/spork829/v/8436494

To be honest that looks pretty fine for 1080p at that bitrate and Minecraft is not the easiest on bitrate usage unfortunately. In general I would recommend to downscale to 720p (normally with 30fps) at about 2000-2500kbit. That should look significantly better and is easier to watch without buffering for possible viewers.
 
That makes sense, it's just that I see a lot of streamers who aren't partnered and their quality seems pretty much prefect. I just thought there would be some way I could stop the blur without downscaling the resolution.
 
Also, I have noticed when I look at OBS while streaming that the value on the bottom right sometimes jumps up 200-300 more than the max bitrate I set. Could that have something to do with it?
 
That sounds normal, you also have to calculate video bitrate + audio bitrate.
Apart of downscaling the only real option is to increase the compression (changing the x264 cpu preset from very fast to faster / fast / medium or similar) But that might be too much for your Processor.
Hence I recommended downscaling first, but you can of course give it a try.
