Question / Help Pixelation in Streams, help me set up my OBS!

Hey guys, I need some help with my OBS settings.
I am currently running the newest version of OBS Studio and I am getting some pixelation in streaming, the once in a blue moon stutter as well.
I am using NVENC because my CPU isn't really all that, but I'm not certain if I should use x264.

I usually play high movement games like bo4 and fortnite.

My current OBS Settings for stream:

Output Resolution is 1600x900
FPS is at 60

Encoder: NVENC H.264
CBR
Bitrate: 4500 (I have 10mb upload)
Keyframe: 2
Preset: High Quality
Profile: High
Level: 4.2
Checked two pass encoding
Gpu is at 0
b frames is at 2



Here are my PC Specs:

CPU: Intel i5-6600 3.30GHz (I believe it is overclocked)
RAM: 16GB
GPU: Nvidia Geforce GTX 1060 6gb
Memory: 120ssd and 1tb seagate


At what settings should I run OBS for a decent looking stream while streaming games like Bo4 and Fortnite? I am a new streamer and I really want to get this going.

As the streamer itsefl (or at least most guys that post in this forum) seems to be way more concerned about their stream quality, than the viewers are, you can put the bitrate up to 8000kbit/s or at least 6.000kbit/s and drop the resolution to 720p.

If the remaining quality is still not enough for you, drop the stream fps to 30.
