Question / Help Pixelation at 3000kbs bitrate

I've been trudging through these forums all night trying to find a solution that would work for me. I'm experiencing heavy pixelation, most notably in my camera window when motion occurs despite attempting a variety of bitrates and resolution combinations. The last attempt in my log http://pastebin.com/A9J7vsMv was at 540p 30fps with the camera at 480p 30fps and I still experienced heavy pixelation when moving the camera in Dragon Age: Origins despite a 3000kb bitrate. Lowering the fps did not solve the problem and as you can tell by my attempts to lower resolution I am trying to avoid increasing the bitrate, I was originally trying to fix it at a 2000kb bitrate and have moved up to 3k since.

The camera I am using is a VIVAX Canon HF G30 and the capture card it is going through is an xcapture-1. The G30 settings have been changed to output from 1080-720-480p with no difference in pixelation. As far as I can tell, every automatic setting on the camcorder is off and it is switched into manual mode.

I would appreciate any help in addressing this issue as I've tried a variety of fixes. I should also mention that I just installed multiplat OBS in attempt to rectify the issue as I was experiencing the same problem on OBS for Windows.
