Question / Help Pixelated stream

When i try to stream Path of exile the video on twitch.tv becomes very pixelated when i stream. on OBS i have no dropped frames or anything. Also the screen on OBS does not show any lag or pixels at all.

My specs:
CPU: i5-6600K 3.5GHz
GPU: Sapphire Radeon r9 390 8g with backplate
SSD: Samsung 850 EVO 500GB
RAM: 16G Corsair vengeance LPX 4x4GB 3000MHz
These are the only parts which i thought could be related to my issue. If you want to know my other specs you can ask me.

Screen resolution : 1920x1080, also playing the game fullscreen (have tried windowed but doesnt help).
Ingame settings are all on Lowest/off

I really hope you guys are able to help me!

Explains the Issue besides that 1080p60 isnt suited for any i5.

Downscale by 1.5 (720p60) and use a higher bitrate since Twitch has increased their Server Infrastructure and apparently most Streamer get Quality Options I would say that its now possible to stream with 3000 or 3500 Bitrate even as a non Partner.

The Feed you can see in the Preview is not the encoded Result

So what exactly do i change now? because i get a little bit confused when i look at all the settings. i did managed to find the way to change the bitrate but i dont know how to swap to 720p60.

Well you click on the drop downscale dropdown and chose downscale by 1.5 (1280x720) which should be under video settings on obs classic
