I am using Windows 8.1 Update 1 64bit and OBS 0.613b - 32bit.

It's normal to be pixelated, especially with NVENC. There is not much to improve if you are using NVENC. You could change to x264, it provides better quality, but it has its impact on your system of course. You have to decide what is more important for you, but even with NVENC its watchable.

Well, the problem is when I use x264 the game is unplayable (fps drops), so that's why I switched to NVENC.

You can get less impact on your system with x264 if you downscale. Use 1.5 downscale and it should be a bit better
