Question / Help Pixelated stream when moving

Will provide my logs as well with this. Title says it all, ran a test stream, looked great when still but game movement turned it into a blurry mess. VOD for example https://www.twitch.tv/videos/533461567

used AMD encoding, but im aware my CPU can do better but when I tested it with my CPU encoding it was buggy and dropped below 60fps

btw the video is not existing

math example

you have 6.000kbit/s for the picture
compression works with known even more known even smaller
so if you have a no movement 60fps its hiquallity
but even more movement the 6.000Kbits too less so the quallity will decreased von 98% in nomotion
to 80% in slowmotion
and 30% quallity on highmotion

even more % of the 1080P is changing even more bits its need

btw the AMD encoder need a massive move bits/s then x264 or Nvenc from nvidia for the same quality results
if you will hold on the 60fps try 720P but 1080P will not work with 60FPS without blocking on high change rates
