Wow. That's a weird-looking log file. Are you using the VCE branch of OBS? As in, actively using VCE encoding? That would do it, if so. VCE is on the same level as NVENC, QSV, or any other hardware encoder as far as quality is concerned. Which is to say, pretty bad.

I'd recommend downscaling further, possibly to 540p. Unfortunately I can't really give any better advice as the VCE branch is pretty niche. Yours is the first log I've seen from it, in fact.

I'd point you at the OBS-VCE thread which might have some advice, but I get the feeling you've already read through the whole thing. Still, convenience link:

Thanks for your reply, I downloaded that version as I was having severe frame drops with multiplatform obs. After having a look around I'd come across the post above recommending using vce branch as I'm using amd. Whilst recording on this version I don't have frame/performance issues other than 1 game crash.

I'll have another look through that post and I'll try to modify some settings, I'll try downscaling to 540 to see if that fixes the original issue but obviously that still won't be any use as 720 is really a minimum I'd use.

Problem is, AMD APUs are notoriously anemic, to put it politely. Why the VCE branch exists.
It may simply come down to what your system is capable of, encoding-wise, rather than the resolution you consider acceptable. A 720p stream with major artifacting and blur, versus a lower base resolution stream with solid visual fidelity.

Literally a quality versus quantity divide. Don't get lost chasing a specific number... it's a very easy trap to fall into, and usually takes significant effort to turn away from when starting out as a livestreamer. Focus instead on finding the balance of settings which will give the best possible experience as a viewer, all compromises considered.
