Question / Help Pixalated when turning camera

When I turn the camera in games the quality goes down. For example in runescape I turn the camera, the quality drops, then goes back to normal. I did try changing the resolution but that didnt change anything. How can I fix this? VOD for example: http://www.twitch.tv/spike8241/v/35463911

When you say lower resolution you mean like lower the base resolution and itll reduce the quality from turning ugly when turning?
