Question / Help Ping spikes on stream.

Ever since iv'e started streaming iv'e had this problem with the kb/s where it periodically spikes to around 0-3000 for about 10 seconds then goes back up to its normal 6000-7000 range. This has no effect on me and my game play but to the viewers everything but my voice freezes until the spike has passed. I've tried lowering bit rate to no avail and tried optimizing my settings for cpu usage even though it was already low. I also switched many servers and ended up with the same issue. The last thing I did was test my ping to the server I was connected to (Ashburn, VA) and realized that was connection to it was around 30-50 ping but there were spikes occurring that brought the ping up to about 250 I figure this is most likely the issue but I don't know any ways to resolve the issue.

Still quality 0 across the board. It needs to be above about 80 to be really usable for streaming.
 
Likely. Although it could be the support software (that you don't actually need) for your network card, as I stated above.

After fixing the killer drivers the quality improved but I still seem to have the same problems on OBS so I assume it must be my connection.
 
Cycle through atlanta, miami and possibly chicago servers, see if they give better results than ashburn.
