Question / Help Picture perfect - but in motion blurred (LIVESTREAM)

Hello everybody,

I hope you can help me. My picture is very nice in the "stand". As soon as I move the picture is "out of focus". The more you move, the more blurred the image becomes. Why?

Graphics card: Nvidia GeForce gtx 1070
CPU: Intel Core i7 7700K, 4.20GHz
16Gb RAM

OBS SETTINGS:
Encoders: NVENC H.264
- Forcing streaming service encoding: CHECK!
(NO REVOLUTION)
Quality regulation: CBR
Bit rate: 3500 (10k possible)
Keyframeintervall: 0
Default: High Qulity
Profiles: Main
Level: Auto
- Use Two Pass Coding: CHECK!
CPU: 0
B frames: 2

what am I doing wrong?
