Question / Help Persistent Stuttering

This has been an ongoing issue, and I'm thinking it's probably hardware-related at this point. This is a high-end computer that's only about two months old, so it shouldn't be having problems. Anyway, here are a couple different videos (with logs) that were recorded in different ways:

x264 local recording as per the instructions in the high quality recording thread. Only difference is that I set fps to 60. Log file is attached below. It does reveal some framerate issues, but not much. I don't think it should look as bad as it does in the video:

NVENC local recording as per instructions from multiple users on this forum. Again, log file is attached at the bottom. This time, zero framerate issues revealed in the log, but the recording is still choppy:

And just to be doubly sure that I wasn't messing up the configuration, I used Shadowplay (it's dummy-proof) to record a short session. Same results. Obviously no log to go w/ this one:

Before anyone asks, yes, I've tried lower the bitrate/quality, but I still get framerate issues in the recording. Besides, my three-year-old laptop could handle recording at 50,000kb/s using NVENC. I brand new computer w/ a fourth generation i7 and a GTX-970 should certainly be able to handle it too.

I got this same problem since I upgraded to Windows 10 and updated OBS, and I don't even get the red text saying 'high cpu usage' when the frames do get choppy on OBS. Also, it only got choppy when I focused the window on the game. When I put the borderless window away from it, it's running fine.

The NVEnc log file looks fine, no duplicated frames at all even thought its in HQ mode on a Kepler GPU. If there's a problem, perhaps under Windows 10 it doesn't correctly detect duplicated frames. Normally Kepler GPUs can't do 1080p60 on HQ preset, you have to use HP.

Anyways, I'd suspect a Windows 10 problem before a hardware problem. Try things like borderless window mode or Monitor / Window Capture. Windows 10 is new and its not 100% decided yet what will result in the best performance for everyone.
