Question / Help Performance Issues

I have a Asus GTX 970 and a i5 4690k. I understand that i7s are the best for recording, however I know people who record with i5 4670k and even 3770k and do not have a problem. However, I am still running into problems. I can be in the middle of recording and frames will begin stuttering, even freezing for 2-3 seconds, and it does appear in the video as well as preview.

I attached a zip file with screenshots of my encoding, video, and advnaced settings.
