Question / Help Performance drop since 19.0.2

Just in obs studio 18, i was recording smoothly some old games (used the guide for HQ local recordings)... after update to version 19, i have some stuttering, considerable fps drops and even freezes on the same settings for OBS and the games. If i decrease the recording quality or game settings, it still laggs and doesn't improve the performance while recording.

For example i tried to set crf to a higher number, and the performance is nowhere close to how it was in OBS 18 on a lower crf.

What could be the problem? On version 18 it didn't lag like this and i don't have any useless apps running while recording.

Same issue, recordings and streams are stuttering.
Played Rocket league @150-170FPS but OBS couldn't record clean 60FPS even with lower settings.
