So I see other streamers using 100% Windows volume and i'm not really sure how they do this without blowing their ears out. I want to know how they get these levels because their streams always have the best game sounds and perfect. I'm kinda new to stream audio so sorry for my inexperience.

If you plug in your sound output to some external home stereo equipment, you set your volume with that equipment, not with Windows. So you can set Windows to 100%. But the Windows master volume is nothing OBS-related. OBS grabs the audio signal before it reaches the master volume setting, so relevant for OBS are the individual per-app sound settings from the Windows mixer. And, if such a setting exists, some individual sound volume settings within an app. Games usually have such a setting. You need to set these to maximum to let OBS get the maximum.

Summary: You have 3 Windows sound settings: within the game, within the Windows audio mixer for the game (and every other app), Windows master volume. You need to balance the first 2 settings, and additionally the per-source volume within OBS.

When I'm configuring OBS audio levels, I do a few test recordings to make sure that my mic peaks at just under the red portion of the mic audio meter while the game and other audio sources peak, at most, no higher than about 1/3 of the yellow bar and still sounds nicely balanced.

Thus far, this allows me to talk without neither my mic or game audio drowning each other out. Personal preference applies so this is just a starting guideline.

Make sure you disable audio enhancements in your windows audio properties, specially loudness equalization, as that can give the erroneous perception of streams and recordings having "perfect audio".
