I'm going to buy a new PC can anyone recommend PC minimum requirement for stream at least with quality 720p

If you buy a new PC literally every GPU will be sufficient. Building a System right now would probably mean that you get at least a RX 480 or a GTX 1060 and those cards are far beyond what OBS even needs.

Native DirectX 10 or never Hardware Support is important if i remember correctly
