Question / Help PC Opinion (good or not for streaming)

I got my hands onn a laptop, and as i am still noob with OBS and streaming, i would need your help to understand, is it good for local recording/streaming.

1366x768 ; windows 7 ; 64bit
Processor: Intel(R) Core(TM) i5-4200U CPU @ 1.60GHz 2.30GHz
RAM: 4,00

I'm not really a tech expert, but I think as long as you're streaming console games you should be fine. Streaming and playing on your laptop on the other hand will cause issues I think. Someone correct me if I'm wrong.
 
I agree with the above, you might get acceptable quality out of that if you're not also playing the game on it, or the game uses practically no CPU. So some kind of USB (hopefully USB 3.0) capture device. It would be better at local recording than streaming because you can just use Quicksync (if supported?) or a lower quality preset with a high bitrate.
 
this cpu is a hyperthreaded dualcore which allows you probably even as a streaming machine without any gameload only a 720p30 on veryfast preset

So basicly i could stream on 720p wiht more or less no lagg?
Oh and what does 30 (720p30) stand for?
