Question / Help PC Games Microstuttering While Streaming/Recording

Hi, I'm thinking about streaming during my spare time, but have run into a bit of an issue. Before I explain, here are my OBS Output Settings (Streaming at 720px60 with Lanczos Downscale Filter) and PC Specs (Running on Windows 10):

OBS Output Settings
  • Output Mode: Advanced
  • Encoder: x264 (Enforce streaming encoder settings is CHECKED)
  • Rate Control: CBR
  • Bitrate: 3000 (Use custom buffer size is UNCHECKED)
  • Keyframe Interval: 0
  • CPU Usage Preset: veryfast
  • Profile: None
  • Tune: None
PC Specs
  • CPU: i7 6700k
  • GPU: Gigabyte G1 GTX 960 OC
  • 16GB RAM
  • 2x 1TB HDD
  • 1x 240GB SSD (Windows/Some Games)
My issue is, whenever I try to stream a PC game (such as Fortnite, Overwatch, etc.), the game has a very noticeable FPS stutter though my FPS counter in-game stays at 60+. This is a problem because it makes it hard to play any game where aiming is important and makes the stream look bad. I feel like I should be able to stream PC games without any issue, but that isn't the case.
When I stream console games this doesn't happen for obvious reasons, but I thought it would still be worth mentioning.
Any and all help/suggestions would be appreciated. (:
