Question / Help PC easily good enough, can't get settings right?

Hello everyone !
Like yourself, I like streaming alot, however its been made nearly impossible for me lately..

It feels like I have to pick between me or the viewers, allow me to explain :
Me: if I pick the settings for the stream to run smoothly for myself; the viewers will have a horrible experience, frame drops/screen freezes and all sorts.

Viewers: once the settings are tweaked to favor the viewers I can notice a massive framedrop; making it nearly impossible to stream 'good' quality gameplay.

As you might have guessed, my main game is Overwatch, in-game I usually have a solid 159 fps (recommended to be about 15 fps above the 144 mark). However, whenever I turn OBS on (and go live) I easily drop about 40 to 60 frames, making a big difference for me as a player.

I bought this PC (about 1.5 years ago) with the idea of following a dream which is streaming ! After many recommendations I build this exact PC:

Motherboard : MSI H97 Gaming 3
CPU : Intel Core i5 4960K Quad-Core (3.50 GHz)
GPU : MSI NVIDIA GeForce GTX970 Gaming 4 GB DDR5
RAM : Kingston 16 GB 1600 MHz DDR3 SDRAM
Download : 120 MB
Upload : 15 MB

^With this information above, many have told me that I should be able to stream.

The OBS settings are as following :
OBS : OBS Classic
Max Bitrate (kb/s) 3100
Resolution downscale : 2.00 (960x540)
FPS : 30
Process Priority Class : Normal
x264 CPU Preset: fast

^These are the main settings that can be switched around from what ive gathered, correct?

English is not my 1st language, I hope I was able to make this problem as clear as possible, thank you

Does anyone have a clue what I could change to make the streaming experience better for both me and the viewers?

The main problem I run into is the high encoding /CPU usage issue
I have read and used the dedicated page for this issue, I was not able to resolve the problem though..
