Question / Help Passing 608 embedded closed captions to a live stream

I need to live stream a prerecorded video file to Facebook. We generated CEA-608 embedded captions in Premiere. If we add the file in OBS as a source and stream it, the captions do not seem to pass. Is there a proven workflow to do this?

Would it be bad to burn a video with the captions already showing in Premiere? That would ensure that they sync up. I mean the user isn't going to be able to control whether or not to show them or not, so why not just embed them into the source?

Facebook live does have the ability to show or hide embedded 608 captions. I need to be able get them to their server embedded.

This won't happen in OBS because the developers are not interested in passing through media streams. Everything gets re-encoded before upload or recording. FFmpeg, the encoding engine, does not support embedded CEA-608 streams.
