Question / Help Overwatch stream setting suggestions?

What Should I set my OBS Settings to for Stable fps?

I have a i7-4790k
GTX 1070 8GB
Bit rate is 5000 and I could set it higher
Apparently my frames drop during a fight if the Output resolution is 1920x1080 Should I set my bit rate higher?

I forgot to add my upload is 11 Mbs
but it seems I can only stream at 720p
