Question / Help Over two months of troubleshooting, I'm lost.

Ok, so for over two months now I've been following the dropped frames thread to try and figure out what exactly is causing me to bottleneck and drop atrocious frames while streaming through OBS. I don't know if it's hardware, software, network, or all three that are causing frames to drop. I've messed with just about every configuration of Base Resolution, downscaling, and bitrate. I have an AMD Fx =8150 3.6 ghz processor, amd radeon hd 5670 (I know it's dated) and 12 gigs of ram, with an internet upload speed of 10mbps.

Here's the tests I've ran so far:

I used the twitch server testing tool, and found that I connected fastest to Tokyo and Sydney. Tried changing to each of those.

I've recorded content with OBS anywhere from 480p 25fps to 1080p 60fps. 1080p is too much for my rig, but according to the OBS estimator I should be able to STREAM at least 720p, let alone record.

When downscaled from 1080 to 480, I don't drop frames in the recording, but when streaming at any resolution and bitrate I drop about 50% frames.

I called my ISP, they had me do a tracert to twitch.tv, at the 8th, 9th, and 10th hops there was a massive increase in ping. They said they couldn't do anything to help, and everything looked good on their side.

I've made sure any resource intensive applications are closed, that the preview is off in OBS while streaming.

Another note, since I've pretty much given up trying to stream through OBS I started streaming through the twitch app on my xbox one. When streaming from the console, it doesn't allow me to stream for more than 400kbps, even though the Xbox one network diagnostics shows a steady 10 upload with no packet loss.

I've tried plugging directly into my modem. I've tried different network cables. I've tried turning off Anti-Virus and Windows firewall.

I've uninstalled and reinstalled, elgato hd and OBS, I've tried 64 bit and 32bit versions of both.

When I finally manage to get a decent recording, the game audio goes completely off sync.

The log file shows using a video capture "Elgato", and a game capture to capture something in "GameCapture.exe", is that part of Elgato?

Try to remove Game Capture that is capturing "GameCapture.exe", and maybe close down Elgato software?

If your Elgato is USB, and are using USB webcam at the same time, USB bandwidth is shared over a group of 2 or 4 ports, try changing USB ports of webcam and elgato.
