Question / Help Over 30 % CPU usage with OBS

hello,
when i start OBS my CPU usage is almost around 30-34 % on all cores. i have a amd ryzen 5 1600x@3.9 GHz. cpu.jpg
when i enter a game and start streaming with cpu encoder x264 it's unplayable. when i set the encoder to hvenc it's the same because the graphics card a gtx1060 6gb has a 90% usage in the game (pubg).
i almost reduced the output to 720p@30 fps. is this normal that OBS has this high cpu usage without encoding ?
 
Is this CPU load already there, without recording/streaming?
If so, it seems that one of the browser sources, or a driver (Capture Card, Soundcard, Webcam...) is causing this.
 
No, the CPU load is around 4-7 % without OBS. When i start OBS the CPU load increases. Only loaded OBS without encoding, streaming etc.
 
Then create a new, empty scene collection and start adding stuff and keep an eye on CPU load.
A device (driver) or browser source is causing this.
