Hi. I use obs to record game video while recording the game fps is very normal and the task manager is not too high but the output video is very lag even though i used cqp level 24. Sorry for using google translate

You can try using the Auto-configuration Wizard (tools menu), apply the settings it gives, restart OBS (do restart). Test as is.
Now select one of the presets quality from within the recording output settings and test again. Repeat.
