Question / Help Output scaled resolution drops below 720p when I stream

Hello everyone,
I've been working the past 5 hours on a specific problem. How top stop the output scaled resolution dropping below 720p.

My settings are set to 1280x720 and 30fps. Recording works fine. However as soon as I stream on youtube the output drops to 1152x648. Any idea why this keeps happening?

I have a Geforce GTX 1050 ti. System is Windows 10. RAM 16 GB, i7, 2.8GHZ.

Any help is highly apprreciated!

The only "Help" I can find is the Question mark on the left side (see first picture). When I click on that I see a bunch of options (second picture), but "Log Files" is nowhere to be found.

I know there is supposed to be a menu bar on the top of obs. But it's not there. How can I get it to show?
