I have been streaming at the same settings since December of last year. All of a sudden, as of yesterday, I am dropping so many frames. I haven't changed anything. I talked to my ISP, Cox, and reassured my connection is great. I have about 1k down and 35 up. Everything is stable. I tried reinstalling OBS, I tried using streamlabsobs, and I tried lowering my bit rate and resolution.

You have packet loss and very low speed to the twitch ingest servers, so your ISP does have a peering problem with twitch or does heavy QoS on the speed test, you can try different servers at speedtest.net which are not from cox.
But in the end it doesn't matter, this is something that cox has to fix and is no OBS problem.
If it is a peering problem you could try other platforms like YouTube or dlive.TV maybe cox doesn't throttle to them

Do you have any idea why it would just all of a sudden happen as of yesterday?
